Separate setup mode from runtime GATT services so provisioning commands do not stay exposed after onboarding. Setup can use stricter timeouts, stronger auth, and short-lived characteristics, while runtime keeps a stable minimal UUID layout. For a gateway, open Wi-Fi credential writes only during a button-triggered setup window and log every mode transition.
