When should alerts use push instead of BLE notifications?
Use push alerts when the phone may be away from the device, the user is logged in elsewhere, or cloud rules aggregate fleet events. Use BLE notifications for immediate, session-local feedback while the app is bonded and nearby. When both channels exist, deduplicate by event ID. For example, a gateway fault should not appear twice because the sensor sent BLE and the cloud sent push.
