Should OTA be blocked on low device battery?

Yes, OTA should be gated on the device battery and, when the phone relays the image, optionally on phone battery too. Show the threshold and let users defer the update. A coin-cell sensor that still displays one bar may brown out during flash erase, so block the install until it is charged or placed on a powered gateway.
